Oh look! The TPD actually busted some meth users….but not dealers. “Related to an on-going investigation”. I think thats Copaganda for “They were out of network….kinda like doctors are “Out of network” for your insurance, only these were “Out of network” as far as getting or selling their drugs from TPD officers.
So its expected that these two will roll over and snitch on someone else. But really it just sounds like a great big waste of time and effort, and endangering people, including cops.
And while this MIGHT be a “Wake Up” chance for these users to get cleaned up and deal with their addiction issues and problems, the current system run by DA Mike Kagay, is not designed or set up to actually HELP anyone, just to extract revenue and feed the beast that is the Prison Industrial Complex and Court System. And the current treatment facilities are either way too expensive for the typical drug user to afford, or they are back-logged with a 6-week to 6-month waiting list to get in. So at further look at this bust, like many others, it is a net loss to the citizens of Topeka . Ultimately, everybody loses.

TOPEKA, Kan. (WIBW) – A couple has been arrested after officials found meth, marijuana and paraphernalia in a Topeka home.
TheĀ Topeka Police DepartmentĀ says that on Monday, Oct. 17, members of its Narcotics Unit served a search warrant in the 3600 block of Colorado Ave. related to an ongoing investigation.

As officials conducted the warrant, they said they found methamphetamine, marijuana and drug paraphernalia.
As a result, TPD indicated that Richard Belisle, 44, and Julia Mannell, 42, both of Topeka, were arrested and booked into the Shawnee Co. Dept. of Corrections on the following:
- Belisle:
- Distribution of methamphetamine
- Possession of drug paraphernalia
- Aggravated endangering a child
- Driving on a suspended license
- Mannell:
- Possession of methamphetamine
- Possession of drug paraphernalia
- Aggravated endangering a child
- Possession of marijuana
