Mental Health Stigma and Decline of Services: Topeka Homelessness and Mental Health Crisis, Where Dreams Go To Die.
Topeka Homelessness and Mental Health Crisis: Mental illness carries a stigma so heavy it keeps people from seeking help. For a city once called the Mental Health Capitol of the World, this regression is humiliating. Topeka earned that title through the Menninger Clinic, a world-renowned psychiatric institution that operated in Topeka for 77 years before leaving in 2003 (www.kansashistory.gov/kansapedia/menninger-clinic/12147) (www.tscpl.org/articles/freud-and-friendliness-menninger-at-100) (www.cjonline.com/story/business/2016/10/09/menninger-leaves-lasting-mark-topeka/16571716007/) (www.theclio.com/entry/141206).
The closure of Kansas state hospitals in the 1980s, part of nationwide deinstitutionalization, left thousands of mentally ill individuals without adequate support .(www.kslegislature.gov/li_2020/b2019_20/committees/ctte_spc_2020_ks_mental_health_modern_1/documents/testimony/20201030_18.pdf) (www.ebrary.net/69011/language_literature/homelessness_mental_illness_1980s_american_psychiatric_association_task_force_report). The promise of community-based care never materialized, and Topeka’s legacy of psychiatric leadership collapsed.
Topeka Homelessness and Mental Health Crisis

The 2025 Point-in-Time Count reported 524 unhoused individuals in Topeka and Shawnee County, including 180 unsheltered (www.topeka.gov/news_detail_T11_R262.php) (www.ksnt.com/news/homeless/how-many-homeless-people-are-living-in-topeka-and-shawnee-county/).
The Topeka Rescue Mission operates on a $5.13 million annual budget (www.projects.propublica.org/nonprofits/organizations/480688068). Divide that by 524 people, and you get $9,790 per person. Yet much of this funding disappears into overhead and salaries rather than direct aid.
Valeo Behavioral Health Care, Topeka’s primary mental health provider, faces similar criticism. While its mission is to serve those with severe mental illness (www.givefreely.com/charity-directory/nonprofit/ein-480730326/), reports show Valeo prioritizes insured patients, leaving the uninsured adrift. CEO and management salaries remain comfortable Indeed (www.indeed.com/cmp/Valeo-Behavioral-Health-Care/salaries?location=US%2FKS%2FTopeka).
Hotel Topeka Spending
The city purchased Hotel Topeka in 2023 for $8.57 million and has since poured in additional funds. By mid-2025, spending reached $11.5 million (www.yahoo.com/news/hotel-topeka-gets-added-290k-090740948.html). Some estimates place the total closer to $17.7 million when factoring in financing and operating losses (www.ksnt.com/news/local-news/city-expects-hotel-topeka-will-see-nearly-900000-loss-in-2025/).
This misplaced priority is staggering when compared to the cost of homelessness.
Law Enforcement Costs of Homelessness
Each homeless person costs cities between $25,000 and $35,000 annually in police calls, ambulance rides, ER visits, court costs, and jail time (www.dailymoss.com/the-cost-of-homelessness-in-us-cities-healthcare-policing-expenses/) (www.npscoalition.org/post/fact-sheet-cost-of-homelessness) (www.greendoors.org/facts/cost.php). Homeless individuals use ERs at five times the rate of housed citizens (www.dailymoss.com/the-cost-of-homelessness-in-us-cities-healthcare-policing-expenses/).
Multiply that by Topeka’s 524 unhoused residents, and the city is spending $13–18 million annually simply to punish poverty.
The Costs Beyond Dollars: Topeka Homelessness and Mental Health Crisis

The financial burden is immense, but the human toll is worse. Families are torn apart. Communities live with fear and frustration. Untreated mental illness and addiction lead to cycles of incarceration, relapse, and sometimes heinous crimes. The recent McDonald’s shooter underscores the consequences of inaccessible crisis care.
The Grift of Charity
The Topeka Rescue Mission and Valeo Behavioral Health present themselves as saviors, but their track records suggest otherwise. Executive salaries remain secure while services remain inadequate. Barry Feaker, once the face of the Rescue Mission, moved his operation to the state level after scrutiny caught up with him locally.
This is charity as grift: institutions that thrive while the vulnerable suffer.
In recent years, thousands of pairs of socks were collected and given to the Rescue Mission with the intention that they be given to the homeless and needy. The donors where heartbroken to later learn that Barry Feaker, director of TRM had put the socks up for sale in the mission’s thrift store, at nearly new retail price, and the needy and homeless were expected to pay out of pocket for the donated socks. That donor decided to no longer donate to the mission and instead to street outreach agencies that gave the socks directly to the homeless in the “Tent Cities”.
Conclusion: Topeka’s Misplaced Priorities
Topeka once stood as a global leader in mental health. Today, it is a cautionary tale. The closure of state hospitals, the departure of Menninger, the failures of Valeo and the Rescue Mission, and the criminalization of homelessness have created a perfect storm.
In the early 80’s Ronald Reagans “Trickle-down economics” was paired with his policies to strip funding from social programs, including funding for state hospitals in every state. This sort of policy has been a badge of pride for Republicans. One that the current Trump administration has doubled down on.
The city pays more to punish poverty than it would to solve it. Law enforcement is stretched thin, medical systems are strained, and the human toll is devastating. Topeka Homelessness and Mental Health Crisis.
